This was one of the most challenging and rewarding thing I've ever done.

My team and I built the enterprise environments for National Institutes of Health’s cloud-based research. It was a lot of work in all top three cloud providers as well as a dozen SaaS providers.

Launching a new federal agency.

Built and led the new agency’s enterprise architecture from the ground up. Initiated, planned, and implemented new projects and enterprise offerings: Acquia Cloud, Adobe Creative Cloud, Akamai Edge DNS, Atlassian Cloud, Aware, BeyondTrust, CrowdStrike, DocuSign, Figma, Jamf, GitHub, HubSpot, IdeaScale, macOS, Microsoft Azure, Microsoft 365, Okta, Slack, WebEx, Zendesk, Zoom. Managed enterprise infrastructure, migrations, identity, and integrations. Integrated ARPA-H’s enterprise sytems with cross-disciplinary teams to build agency-tailored NIST 800-53-based ATOs. Architected and led technical development of the ARPA-H website using Jekyll, U.S. Web Design System, GitHub Pages, Azure Logic Apps, Azure Static Web Apps, and Google Analytics & Search to support the agency formation and ongoing mission. Architected and led technical development of an internal business applications on the Power Platform. Provided institutional knowledge and technical expertise to programs and services seeking consultation on most effective approaches to everyday and complex challenges.

Third federal hire for the STRIDES Initiative. Built and led technology team from the ground up. Initiated, planned, and implemented new initiatives and enterprise offerings: Amazon Web Services, Atlassian Cloud, Azure, Kion, GitHub Enterprise Cloud, Google Cloud Platform, Microsoft Defender for Cloud Apps, Slack. Architected enterprise infrastructure, migrations, identity, integrations, interconnections, cost management and budgets in Amazon Web Services, Azure, Google Cloud Platform. Integrated NIH’s enterprise sytems with cross-disciplinary Identity/Access Management, Networking, and Cybersecurity teams to build agency-tailored NIST 800-53-based ATOs. Architected and led technical development of the STRIDES website using Jekyll, U.S. Web Design System, GitHub Pages, AWS Amplify, Azure Static Web Apps, Google Analytics & Search, and Microsoft Clarity to support the STRIDES Initiative. Architected and led technical development of an internal business application on the Power Platform and Dynamics 365. Mentored four cohorts of Civic Digital Fellows from the Coding It Forward program in the fields of data science, design, program management, and software engineering. Provided institutional knowledge and technical expertise to programs and services seeking consultation on most effective approaches to everyday and complex challenges, including the COVID-19 shift of the entire workforce to remote work. Continued co-leading NIH-wide Cloud Services group to disseminate best practices and increase Cloud adoption. Built new knowledge management position and programs from the ground up. Established and maintained budgets in support of new and existing programs. Formed multi-disciplinary committees to govern and support programs. Directed and supervised contractor work support of critical IT infrastructure. Developed training for end users. Led change management adoption within IT group. Provided years of experience with Microsoft 365 as the technical lead for institute. Identified the need for a scientific data support position, provided consultations with principal investigators, and fast-tracking issue resolution and rapidly prototyping new technologies to production. Initiated, planned, executed, and closed out –including the financing – of several new initiatives and projects: Amazon Web Services, Bizagi, Cylance, Google Workspace, Splunk. Continued same work for the Department of Veterans Affairs as a full-time employee. Trained, supported, and evangelized the uses of SharePoint in a network of healthcare systems with fourteen thousand direct customers. Provided subject matter expertise to local, regional, and national deployment projects of complex information systems to guarantee quality products were delivered to customers. Directed and supervised contractor work; led small team of developers. Scheduled and worked on major restructuring of a massive SharePoint portal organization. Provided expertise and intimate knowledge of IT operations and plans to local and network-level information management committees. Maintained a SharePoint application to run nearly all aspects of the Golden Age Games, a large annual athletic event for over eight hundred Veterans. Participated in the setup, logistics, operation, customer service, and crisis management of said national athletic event for Veterans. Provided expert analytical advice on matters relating to knowledge management. Served as the staff expert for the development, coordination and integration of organization wide policy, practices, and strategies that supported the creation of processes, procedures and dissemination of knowledge via multiple communication means. Responsible for planning, developing, coordinating and programming the execution of all knowledge management related policies, activities and resources to ensure timely acquisition of and efficient dissemination of information throughout subordinate organizations and geographically separated units. Established system wide methodology for sharing information and data across the organization with inputs from all sectors. Developed strategies to make tacit knowledge explicit; implemented processes for identifying and validating subject matter experts; facilitated the sharing of best business practices across systems. Developed best practices that are repeatable and sustainable. Ensured that policy, practices, strategies were in compliance with organization goals, plans, policies and guidelines.

Contracted to work full time for the Department of Veterans Affairs. Architected and designed strategic direction for over a thousand SharePoint sites for the needs of health care services and teams with non-existent dynamic collaboration from scratch. Trained, supported, and evangelized the uses of SharePoint in a network of healthcare systems with fourteen thousand direct customers. Managed dozens of projects from inception to implementation. Planned, selected, built, and maintained streaming media services for over a thousand simultaneous users. Provided subject matter expertise to national deployment projects of macOS, iOS, Windows, IT communication portals, and others to guarantee quality products were delivered to health providing customers. Built from scratch over six months a SharePoint application to run nearly all aspects of the Golden Age Games, a large annual athletic event for over eight hundred Veterans. Planned and carried out migration from an older source control system to Team Foundation Server. Developed and maintained certified Windows Installer projects.
